What Australian regulation lets us do — and what we will not touch
Two exemptions make offshore production lawful and scalable: Victoria's prescriptive-standard exemption, and the direct-supervision exemption preserved in both Victoria and New South Wales. Victoria's Professional Engineers Registration Act reaches services performed "in or for Victoria, regardless of location". Geography is not a defence, so we designed the product around the law instead.
Yes — within scope
- Take-offs, estimating, BOQ and tender pricing — unrestricted in every jurisdiction
- Frame, wall, floor and roof detailing inside AS 1684 span tables, NASH deemed-to-satisfy solutions and the certified nail-plate software envelope
- Cladding setout and junction detailing to manufacturer tested systems
- Revit and BIM modelling, clash detection — not a prescribed engineering service
- Shop and coordination drawings, duct, pipe and panel setout, as-builts — under client supervision
- O&M manuals, compliance evidence packs, contract administration, claims, payroll, bookkeeping
No, or supervised only
- Regulation 126 certificates, and signing or declaring a regulated NSW Class 2, 3 or 9c design — never
- Non-standard spans, irregular geometry, wind classification outside the standard range, engineered beams and lintels outside published tables — supervised only
- LGS design under AS/NZS 4600 beyond NASH solutions, and AS 4100 connection design — supervised only
- "Design work" as a plumber in Victoria, and plumbing compliance certificates — never
- Electrical installation design, fire-engineering performance solutions and AS 5113 assessments — never
- NatHERS certificates — accreditation-gated and it explicitly covers off-site modelling. We do not offer energy assessment
Named, with the edition
We say which clause and which edition — and edition matters, because Victoria adopted NCC 2025 on 1 May 2026, a year ahead of New South Wales, Queensland and South Australia.
| Area | Standards and codes |
|---|---|
| Building code | NCC 2025 (Victoria, from 1 May 2026, including the Victorian variations); NCC 2022 in other states until their adoption dates |
| Timber framing | AS 1684 Residential timber-framed construction (span tables and bracing); AS/NZS 1170 structural design actions incl. AS/NZS 1170.2 wind |
| Structural steel | AS 4100 Steel structures (connection design under supervision); AS/NZS 5131 fabrication and erection categories; AS/NZS 1554 welding references |
| Light gauge steel | NASH Standard NS100 residential and low-rise steel framing; AS/NZS 4600 cold-formed steel (beyond NASH solutions, supervised only) |
| Cladding and facades | Manufacturer CodeMark and tested-system manuals (CSR Hebel AAC, Masterwall EPS and others); AS 5113 facade fire propagation (assessment never offshore); NCC C2D10 exposure on Class 2–9 Type A/B |
| Mechanical services | AS 4254 ductwork; AS 1668 ventilation; coordination to AS/NZS 3500 for hydraulics (drafting only — no Victorian plumbing design) |
| Contract administration | Building and Construction Industry Security of Payment Act (Vic) as reformed 15 April 2026: 20-business-day payment terms, excluded amounts repealed, 10-business-day payment-schedule gate; NSW, Qld equivalents |
Your files never land on a device in Vietnam

Virtual desktop, your servers
Every seat works on a virtual desktop inside your environment or ours. Drawings, models and financial data are viewed and edited remotely; nothing is copied to a local machine in Vietnam. Role-based access, logged.
Australian Privacy Principle 8
Cross-border disclosure keeps you accountable for the overseas recipient. Our contract pack binds the Vietnamese entity to the APPs, so you can meet APP 8 without taking on the risk yourself. This bites hardest on accounts and payroll work and barely touches drawings — we treat both the same way.
IP assigned, in every employment agreement
Intellectual property in everything produced for you is assigned to you. That assignment sits in each individual Vietnamese employment agreement as well as in our contract with you. NDAs are available on request and standard for plant and tender work.
Professional indemnity — a straight answer
The question every experienced buyer asks is whether an Australian professional indemnity policy responds to design work performed offshore. Our model is built so that the answer matters less: we are production capacity working under your registered practitioner's direction, and the certifying act stays in Australia with the person who holds the registration and the policy.
We will not tell you your policy responds — that is a question for your broker, and we will join that call. We hold our own public liability and professional indemnity cover for our services and provide certificates of currency on request. Before any engagement outside the prescriptive envelope, we agree in writing who supervises, who signs and whose policy sits behind the signature.
Bring us the hard question.
If your concern is data, IP, insurance, rework or timezone, that is the scoping call we want to have. We would rather answer it now than after a tender.
